Preferential Policies
Preferential Policies: Besides enjoying preferential policies promulgated by the State and the Provincial Governments, foreign-invested enterprises (excluding the development items of real estate) in Tai’an will be entitled to enjoy the following local preferential policies.
The municipal government gives awards or support in the following situations:
For businesses both home and abroad that make investment in productive and operational projects, the awards are counted according to regional financial resources formed by the newly added taxes of the invested enterprises. In the previous five years 30 percent of the financial resources are offered as awards and 20 percent in the following five years.
For investment in agriculture, high-tech projects (third prize and above of provincial level) and projects that have great influence on the economic development of our city, awards are given on the basis of the regulation in item (I) with 10 percent more.
For the high-tech projects that need loan from municipal enterprises to raise corollary funds, the loan is supported by financial discount offered by the municipal government for three years.
The municipal government offers support with land profits in the following situations:
For businesses both home and abroad that make investments in productive and operational projects, those newly-established enterprises that obtain the land-use right in the form of selling or renting that have fixed investments below 10 million yuan, support is offered by 80 percent of the land income of the government; for those that have fixed investments above 10 million yuan or those that make investments in high-tech projects, full support is offered.
For projects that have governmental shares in the form of land property, the government does not participate in sharing out bonus in five years.
For projects that make investments in the exploitation of barren mountains and hills, waste beaches, deserted land, collapse land to be engaged in farm production, forestry, stock farming aquaculture and that obtain the land-use right in the form of selling or renting, full land income is offered as governmental support.
For projects that make investments to initiate education, culture, hygiene, sports activities and other social cause of the public good, land is offered by way of allocating.
Those projects that enjoy the governmental support of land income are not permitted to change the use of the land; those that sell or rent the land before the end of the operating life are responsible for paying the governmental income of the remaining years. For those that need mortgage on land-use right, the funds must be used for investments in the projects within the original fields; when the mortgage is realized, the land income as preferential part of the government should be turned over to municipal finance.
For the newly-established projects with investments home and abroad, the municipal government reduces and remits administrative charges in construction according to concrete conditions of projects and investments until the government benefits "zero rate"; for the administrative and operational charges, the maximum treatment is offered.
For the investment projects, high-tech projects, big groups and big enterprises outside the city that have comparatively great influence on economy, the municipal government employs the means of concrete solutions to concrete problems and carries out more preferential policies in financial awards, land support, etc.
